Justin Bieber causes a stir everywhere he goes.

In fact, the pop star spoke with local authorities shortly before his concert in Buenos Aires Thursday after crowds of waiting fans resulted in a bit of chaos.

The Biebs calmed down his Beliebers as well as the cops and went on to perform for the sold-out crowd without a hitch. 

And on another good note, a new, more fan-friendly video has gone viral just hours after video footage surfaced showing a Brazilian woman filming Bieber as he slept.

In the latest 40-second clip, Bieber is shown walking down an alleyway to meet fans behind a fence in Argentina.

As he approached the screaming and crying Beliebers, one fan shouted, "I can't believe it's you!"

The "Hold Tight" singer immediately replied, "What's up, babe? Nice to meet you!"

Cue even more tears and screams.

One overzealous fan asked if she could touch him and he answered, "Yeah, of course you can touch me!"

Bieber was sure to say hello to the group of girls individually and expressed his gratitude for their love.

"Thank you so much, I love you guys, I appreciate you," he said.

And then, just when you thought things couldn't get any better for the devotees, he asked one fan to throw her cell over the fence so that he could snap a picture of them together.

Amazing!

She happily (and giddily) obliged and the two were snapping selfies like they'd known each other for years.

The video is a far cry from his snooze caught on tape by 26-year-old Tatiana Neves Barbosa.

The grainy 15-second recording has been viewed more than 4.3 million times on YouTube, and it's received more than 7,700 comments. Bieber's rep has not responded to requests for comment.

A source tells E! News that Barbosa—who goes by Tati—"is very upset" that the video has made its way to YouTube.
